Prohibits the use of tobacco products and electronic smoking devices on all premises of Hawaii Health Systems Corporation (HHSC) health facilities, including indoor and outdoor areas and parking lots.

Requires HHSC to educate health facility personnel, contractors, patients, and visitors about the prohibition and display prominent signage at facility entrances and throughout outdoor premises stating "tobacco and electronic smoking device use is prohibited."

Defines "electronic smoking device" to include electronic cigarettes, cigars, cigarillos, pipes, and hookah devices, and "tobacco product" to include any nicotine-containing product consumed by smoking, heating, chewing, or ingestion, excluding FDA-approved drugs and devices.

Requires HHSC to consult with exclusive representatives of public sector collective bargaining units regarding the prohibition as it applies to public employees under Hawaii Revised Statutes section 89-9(c).

Effective July 1, 2050.
