Amends Hawaii Revised Statutes Section 127A-12 to add protections for news media access during emergency management operations when areas are closed by the governor or mayor.

Authorizes duly authorized representatives of news services, newspapers, radio stations, television stations, and online news distribution networks to enter closed areas.

Requires that news media be given all reasonable access and assistance in accessing closed areas.

Establishes a pool system (pool writer, pool photographer, and pool videographer) to gather and disseminate information when full media access cannot be reasonably granted.

Takes effect upon approval.
