Requires the Board of Regents of the University of Hawaii to adopt a sexual assault policy for all enrolled students that includes an affirmative consent standard.

Defines affirmative consent as affirmative, unambiguous, conscious, and voluntary agreement to engage in sexual conduct that must be ongoing and may be revoked at any time.

Specifies that lack of protest, silence, dating relationships, and prior sexual conduct shall not constitute affirmative consent in complaint evaluations.

Establishes that affirmative consent cannot be assumed when the complainant was asleep, unconscious, incapacitated by drugs or alcohol, or affected by bodily injury.

Requires the policy to include confidential reporting procedures, privacy protections, victim resources and services information, comprehensive training for campus officials, and sexual assault prevention training during student orientation.
