Establishes a tuition waiver program within the existing nursing scholars program administered by the University of Hawaii for graduate nursing students.

Provides ten tuition waivers per academic year to full-time students pursuing master's or doctoral degrees in nursing, awarded based on need, merit, or both.

Requires recipients to commit to nursing practice in Hawaii for at least five consecutive years within one year of degree completion, or reimburse the state with interest.

Creates a nursing scholars program special fund to finance scholarship grants and tuition waivers from appropriated funds and external donations.

Sunsets the tuition waiver program on June 30, 2018, with underlying scholarship program provisions reverting to prior law.
