Authorizes the Department of Health to allow two private-pay individuals in a married or civil union relationship to reside in the same community care foster family home if the home is certified for three beds.

Requires community care foster family homes certified for three beds to immediately notify the Department of Health of any vacancies in writing.

Permits the Department of Health to redesignate private-pay beds to medicaid beds at its discretion when a married or civil union couple's relationship ends in the home.

Requires the Department of Health to submit a report to the legislature by twenty days prior to the 2016 regular session on the impact of allowing two non-medicaid clients in the same home, including effects on medicaid recipient bed availability.

Effective July 1, 2060.
