Establishes a 10-year moratorium on taking aquarium fish from state waters, effective until June 30, 2025, prohibiting commercial and recreational collection.

Defines "aquarium fish" to include saltwater fish, freshwater nongame fish, and other aquatic life intended for captivity as pets, scientific study, public exhibition, or sale.

Prohibits the issuance of new aquarium fish permits during the moratorium period, amending existing permit authorization statutes.

Requires the Department of Labor and Industrial Relations to provide assistance, training, and employment services through the dislocated workers program to workers whose primary income derives from taking aquarium fish.

Takes effect upon approval and does not affect rights, penalties, or proceedings that occurred before the effective date.
