Prohibits manufacturing for sale in Hawaii of personal care products containing synthetic plastic microbeads beginning December 31, 2017, with an exception for over-the-counter drugs.

Prohibits accepting for sale personal care products with synthetic plastic microbeads beginning December 31, 2018.

Prohibits manufacturing and selling over-the-counter drugs containing synthetic plastic microbeads beginning December 31, 2018 and December 31, 2019 respectively.

Establishes civil penalties of up to $1,000 for first violations and up to $2,500 for subsequent violations.

Preempts all local ordinances and resolutions concerning synthetic plastic microbeads, making this a statewide prohibition with the Department of Health responsible for implementing rules.
