Amends Hawaii Revised Statutes Section 134-1 to include sexual assault in the fourth degree and harassment by stalking as "crimes of violence" that disqualify individuals from owning, possessing, or controlling firearms or ammunition.

Establishes that persons convicted of misdemeanor harassment by stalking under HRS 711-1106.5 are prohibited from firearm possession, consistent with existing prohibitions on felons and other dangerous individuals.

Establishes that persons convicted of sexual assault in the fourth degree under HRS 707-733 are prohibited from firearm possession.

Takes effect upon approval with no retroactive application to rights, penalties, or proceedings that occurred before the law's effective date.
