Prohibits any person from possessing a firearm outside a residence, temporary residence, or place of sojourn while consuming alcohol as defined in section 291E-1.

Establishes violation of the alcohol consumption prohibition as a petty misdemeanor offense.

Adds new subsection (g) to section 134-7, HRS, creating the alcohol-related firearm possession restriction and corresponding penalty.

Modifies section 134-7.3 to exclude matters arising under the new alcohol consumption prohibition from the 30-day voluntary surrender requirement.

Amends section 134-11(a) to clarify that exemptions for law enforcement and other authorized persons do not apply to the new alcohol consumption restriction.
