Establishes the Papahanaumokuakea Marine National Monument program within the Department of Land and Natural Resources' Division of Aquatic Resources to coordinate Hawaii's co-management responsibilities.

Designates the Department of Land and Natural Resources as the lead state agency for co-managing the monument established by Presidential Proclamation 8031 (June 15, 2006) and requires collaboration with the Office of Hawaiian Affairs on Hawaiian cultural resources.

Authorizes the program to issue permits consistent with state laws and federal regulations, provide advice to the governor and state agencies, solicit grants and donations, and adopt administrative rules.

Allows the Department to establish and charge fees for services and permits through a board-approved schedule posted 45 days before adoption, with public testimony required.

Establishes criminal penalties of $250 for first offense, $500 for second offense, and $1,000 for third or subsequent offense for violating rules or permit conditions, with penalties not subject to suspension or waiver.
