Requires the Board of Regents to obtain legislative approval during a regular session before any University of Hawaii tuition fee increase can take effect.

Addresses concerns about tuition and fee increases at University of Hawaii, which rose approximately 3.1% in 2012-2013, 5.5% in 2013-2014, and 7.5% in 2014-2015, with 7.5% increases scheduled for 2015-2016 and 2016-2017.

Amends Hawaii Revised Statutes Section 304A-401 to add a new subsection (c) establishing the legislative approval requirement for tuition increases.

Takes effect on July 1, 2015.
