Establishes the China-Hawaii economic council within the department of business, economic development, and tourism to facilitate economic collaboration between Hawaii and China.

Council shall meet at least annually and report to the legislature no later than twenty days before each regular session, including policy, investment opportunities, proposed ventures, and recommended legislation.

Council membership consists of the director of business, economic development, and tourism as chair, plus representatives from the Hawaii tourism authority, office of planning, Hawaii technology development corporation, Hawaii strategic development corporation, finance, transportation, and the business community in China.

Council members serve without compensation but receive reimbursement for actual and necessary expenses including travel costs.

Bill takes effect upon approval.
