Removes bargaining unit (9) from the voting structure in subsection (1) and establishes a separate voting structure for it in a new subsection (5)

For bargaining unit (9), allocates three votes to the governor, two votes to the Hawaii Health Systems Corporation board, and one vote to the chief justice

Decisions for bargaining units continue to require a simple majority vote, with an exception requiring at least one county when a unit includes employees from multiple counties

Effective date is February 5, 2060
