Establishes a professional and doctoral degree loan forgiveness program administered by the University of Hawaii for graduates who enter public service employment within the State.

Eligible applicants must earn a professional degree (M.D. or J.D.) or doctoral degree from an accredited University of Hawaii program, have outstanding qualified student loans, and work full-time as public service employees.

Provides loan forgiveness of the lesser of a specified amount or 10% of total student loans annually for years 1-5 of public service employment, and the lesser of a specified amount or 25% annually for years 6-7.

Allows loan forgiveness to be combined with other forgiveness programs, provided total forgiveness does not exceed 100% of student loans owed.

Requires the University of Hawaii to publish annual reports starting September 1, 2016, tracking program participation, funds applied toward forgiveness, and funding sources; appropriates unspecified amounts for fiscal years 2015-2016 and 2016-2017.
