Adds "low-speed electric bicycles" as defined under federal law (15 U.S.C. § 2085) to the definition of "bicycle" in Hawaii's vehicular tax, highway safety, and traffic code statutes.

Excludes low-speed electric bicycles from the definitions of "moped," "motor vehicle," and "vehicle" in Hawaii Revised Statutes sections 249-1, 286-2, and 291C-1.

Prohibits low-speed electric bicycles from being ridden on all sidewalks, while human-powered bicycles may be ridden on sidewalks at ten miles per hour or less outside business districts.

Extends bicycle-related regulations to include low-speed electric bicycles, specifically the laws prohibiting defacement of serial numbers and requiring dealers to maintain purchase records for four years.

Takes effect on March 15, 2038.
