Removes the temporary status of the west Maui ocean recreation management area advisory committee, making it permanent rather than expiring on June 30, 2015.

Increases advisory committee membership from five to six members appointed by the chairperson of the board of land and natural resources.

Adds one new committee position for a member with a background in ocean safety, such as a lifeguard or other ocean safety first responder.

Expands the committee's advisory scope to include ocean safety strategies in addition to uses and maintenance of state waters within the west Maui ocean recreation management area.

Requires the department of land and natural resources to continue submitting annual reports to the legislature on the committee's findings and recommendations, with no expiration date.
