Requires the Department of Land and Natural Resources or county authorities to provide reasonable accommodations for persons with disabilities to access the shoreline at beaches with public restroom facilities within ocean recreation management areas by July 1, 2016.

Accommodations must comply with federal regulations (28 C.F.R. parts 35 and 36) and be provided at reasonable intervals, considering the topography and physical characteristics of each beach transit corridor.

Directs the Department of Land and Natural Resources to adopt administrative rules under chapter 91 to implement this requirement.

Preserves the right to seek relief available under section 489-7.5 and defines "disability" using the same meaning as in section 489-2.
