Department of Business, Economic Development, and Tourism shall convene a working group to create a master plan for universal high-speed broadband access in Waikiki, Kaanapali (Maui), Kohala (Hawaii), and Hanalei (Kauai).

Working group membership includes representatives from state agencies (DBEDT, Hawaii Tourism Authority, cable television division, state association of counties), Hawaii hotel industry nonprofit, two federal/state infrastructure and technology officials, and two private sector technology and telecommunications representatives.

DBEDT representative shall serve as chairperson; working group members receive no compensation but shall be reimbursed for necessary expenses including travel.

Working group shall submit completed master plan and any proposed legislation to the legislature no later than twenty days before the 2016 regular session convenes.

Working group shall cease to exist on June 30, 2016; Act takes effect July 1, 2015.
