Limits annual non-renewals of property insurance policies in lava zones during a state of emergency declared by Hawaii County mayor to 5% of the insurer's total policies in force in that zone.

Exempts non-renewals due to unpaid premiums or insurer financial soundness concerns from the 5% annual limit.

Requires Hawaii Property Insurance Association to remove any moratorium on issuing new residential property insurance in lava zones when the county mayor declares a state of emergency.

Allows a maximum 6-month waiting period before coverage becomes effective for new policies issued to uninsured residential properties in lava zones.

Takes effect July 1, 2015.
