Directs the financial assistance advisory council to assist the department of human services in proposing recommendations to restructure the welfare payment system beginning no later than January 1, 2016

Requires the council to examine the current welfare payment structure and identify ways to allow recipients to advance careers or obtain higher-paying jobs without losing welfare beneficiary status

Mandates the council to create a sliding-scale payment system that incrementally reduces welfare payments as recipients advance in their careers or obtain higher-paying employment

Requires the council to explore additional methods to incentivize welfare recipients to seek financial self-sufficiency

Directs the council to report findings and recommendations to the legislature no later than twenty days before the 2016 regular session convenes
