Amends Hawaii Revised Statutes Section 263-10 to clarify that state employees and independent contractors may kill or attempt to kill wildlife from aircraft while performing official state duties.

Maintains the existing prohibition against private individuals and passengers hunting from aircraft, with penalties of up to $1,000 in fines or one year imprisonment for violations.

Creates an exception to the hunting from aircraft law specifically for state-authorized wildlife removal and control operations conducted in furtherance of official state business.

Takes effect upon approval of the Governor.
