Transfers administrative oversight of the state foundation on culture and the arts from the department of accounting and general services to the department of business, economic development, and tourism creative industries division.

Replaces the comptroller with the director of business, economic development, and tourism as the decision-maker for acquiring art objects and managing the works of art special fund.

Transfers all employees, appropriations, records, equipment, and related property from the accounting department to the business, economic development, and tourism department while preserving their civil service status and benefits.

Takes effect on July 1, 2015.
