Adds new section to Hawaii Revised Statutes Chapter 651 exempting federal veterans' disability benefits for service-connected disabilities from creditor claims and legal processes including attachment, levy, and seizure.

Applies to disability benefits awarded under title 38 United States Code chapter 11 and cannot be awarded to any other person.

Exemption does not apply to portions of service-connected disability benefits subject to child and spousal support enforcement under title 42 United States Code section 659(h)(1)(A)(ii)(V).

Encourages courts to follow federal disability compensation apportionment policy before imposing scheduled support payments for benefits subject to child and spousal support enforcement.

Takes effect January 7, 2059.
