Amends Section 84-13 of Hawaii Revised Statutes to clarify that legislators are not prohibited from introducing bills, serving on committees, or taking action in the exercise of their legislative functions.

Separates limitations on task force members from those on legislators by creating a new subsection (c) that specifically addresses task force member conduct and disclosure requirements.

Requires legislators to file public disclosure of interests or transactions that may be affected by their legislative action, while maintaining similar disclosure requirements for task force members.

Removes references to task force members from the subsection governing legislator conduct, clarifying that the fair treatment law applies differently to each group.

Effective January 1, 2017.
