Creates a new offense of taking a spinner dolphin (Stenella longirostris) under Hawaii Revised Statutes Chapter 187A, making it illegal to intentionally or knowingly take a spinner dolphin.

Defines "take" to include touching, riding, harassing, harming, pursuing, hunting, shooting, wounding, killing, trapping, capturing, collecting, or attempting any such conduct.

Establishes taking a spinner dolphin as a class C felony with penalties including imprisonment and a fine up to $50,000.

Recognizes spinner dolphins' daily resting schedule in shallow bays and the need to protect the species from disruption caused by expanding recreational ocean activities.

Effective upon approval.
