H.B. 870 Summary

• Authorizes the Director of Finance to issue general obligation bonds for the design and construction of a Kapiolani Community College Food Innovation Center.

• Appropriates bond funds for fiscal year 2015-2016 to build a 20,000 square foot food production facility that will process locally-grown second-grade and processing-grade farm products into prepared meals.

• The facility will produce bulk food products including cook-chilled sauces, stews, fresh-cut vegetables, dressings, and frozen meals for schools, hospitals, prisons, and military institutions.

• Appropriated funds shall not lapse at the end of the fiscal biennium, except that all unencumbered moneys as of June 30, 2018 shall lapse as of that date.

• Act takes effect January 20, 2050.
