Authorizes Department of Transportation Division of Harbors law enforcement vehicles to be equipped with blue and red lamps, reflectors, and illumination devices when approved by the director of transportation.

Adds Department of Transportation Division of Harbors law enforcement vehicles to the definition of "authorized emergency vehicle" under Hawaii Revised Statutes Section 291C-1.

Amends Section 291-31.5 to include harbor law enforcement vehicles as an exception to the prohibition on displaying blue and red lights on motor vehicles.

Requires approval from the director of transportation before harbor division vehicles can display authorized emergency lighting, consistent with approval requirements for other law enforcement agencies.
