Replaces outdated references to "QUEST" and "QUEST Expanded Access" programs throughout Hawaii Revised Statutes with the terms "medicaid managed care" or "medicaid managed care program"

Updates Section 346-53.64 to reference medicaid managed care program instead of "health QUEST" when describing services covered under the State's fee-for-service and managed care programs

Amends Section 346-59.4 to remove specific reference to QUEST when describing state-funded medical assistance eligibility for certain children and immigrants

Modifies Sections 346-59.9, 346-352, and 461-10.5 to replace QUEST terminology with medicaid managed care program references in provisions covering psychotropic medications, physician preauthorization exemptions, and remote dispensing pharmacy requirements
