Amends Hawaii Revised Statutes § 338-15 to specify that birth certificate amendments changing or establishing a registrant's parent identity require either a court order from a court of appropriate jurisdiction or legal establishment of parenthood under chapter 584.

Prohibits amendments that change or establish parental identity from being treated as corrections of personal records under chapter 92F (Uniform Information Practices Act).

Applies to all amendments to birth certificates that alter parental information, not just late-filed certificates.

Takes effect upon approval.
