Allows the Board of Land and Natural Resources to grant easements for less than fair market value for structures that were legally constructed landward of the shoreline but now sit seaward of the certified shoreline due to natural shoreline movement.

Defines "special shoreline encroachment" as a structure authorized by a governmental authority, legally built within property boundaries at time of construction, now located on public land below the shoreline.

Exempts special shoreline encroachment easements from requiring prior approval of the governor or prior authorization by the legislature.

Requires easements granted under this provision to consider public policies protecting the natural shoreline, public pedestrian access, and long-term coastal hazard risks.

Takes effect retroactive to July 1, 2012.
