Establishes the R.E.A.C.H. (Resources for Enrichment, Athletics, Culture, and Health) program within the Office of Youth Services to provide funding and support for after-school programs in public middle and intermediate schools statewide.

Authorizes the Office of Youth Services to establish criteria and application processes, monitor programs, conduct site evaluations, and ensure contracted after-school programs meet requirements.

Allows the Office to enter into contracts with schools, individuals, organizations, or other entities to establish, support, or enhance after-school programming.

Creates a dedicated revolving fund comprised of participation fees, legislative appropriations, interest earnings, and other sources to supplement program administration and operations.

Permits the Office to hire personnel, promote activities, conduct educational projects, contract for services, and fund associated expenses for after-school programs using revolving fund moneys.
