Changes University of Hawaii (UH) board of regents regulations from chapter 91 (administrative procedures) to chapter 92 (public meetings law) requirements for adoption of rules and regulations.

Requires all expenditure documents, budgetary proposals, and requests be disclosed in open board meetings and made available to the public at least six calendar days before the meeting.

Applies the public meeting requirements to regulations governing residence for tuition purposes, state higher education loan fund administration, Senator Hiram L. Fong and Senator Oren E. Long scholarship programs, and university parking fees and meters.

Restricts the state higher education loan fund to students at the University of Hawaii or community colleges who have been state residents pursuant to section 304A-601.

Takes effect upon approval and does not affect rights, duties, or proceedings that occurred before the effective date.
