• Exempts University of Hawaii Board of Regents from chapter 91 (Hawaii Administrative Procedure Act) rulemaking requirements and instead requires adoption of regulations subject to chapter 92 (open meetings law).

• Requires the Board of Regents to adopt regulations at open public meetings with notice requirements for expenditure documents at least six calendar days before meetings.

• Changes terminology from "rules" to "regulations" throughout University of Hawaii statutes, including for residence tuition definitions, higher education loan funds, scholarship programs, and parking fees.

• Adds requirement that state higher education loan fund be limited to students at University of Hawaii or community colleges who meet state residency requirements.

• Effective upon approval.
