Amends Hawaii Revised Statutes Section 84-31(a)(2) to require the State Ethics Commission to consider the University of Hawaii's research compliance program when rendering advisory opinions on technology transfer activities.

Permits University of Hawaii technology transfer arrangements under the state ethics code when they are likely to create specific benefits to the State or the public, notwithstanding simultaneous commercial or personal benefits.

Establishes that technology transfer activities may be allowed so long as the University has established internal regulatory compliance programs and policies ensuring compliance with applicable federal regulations or public financing covenants.

Applies specifically to university-sponsored research commercialization activities such as patent acquisition, licensing innovations, creating business ventures, and incubating startup companies.

Takes effect on July 1, 2525.
