Establishes a conference center revolving fund for the University of Hawaii-West Oahu to manage revenue from conference center programs.

Requires all fees, charges, and other moneys collected from conference center activities to be deposited into the revolving fund.

Authorizes the chancellor or designee to expend funds for conference center costs including honoraria, hotel rentals, food, printing, airfare, per diem, leis, audiovisual equipment, and conference supplies.

Exempts conference center expenditures from chapter 103D (State Procurement Code) requirements.

Takes effect upon approval.
