Establishes a University of Hawaii-West Oahu conference center revolving fund within the state treasury to receive all fees, charges, and other moneys collected from the conference center program.

Authorizes the UH-West Oahu chancellor or designee to expend revolving fund moneys for costs associated with conferences, seminars, and courses, including honoraria, hotel rentals, food and refreshments, printing, airfare and per diem, leis, audiovisual equipment rental, and conference supplies.

Exempts expenditures from the revolving fund from compliance with chapter 103D (state procurement law).

Takes effect upon approval.
