Changes the college-credit equivalency program from discretionary to mandatory by requiring the University of Hawaii to award credits for college-level learning gained from work or other life experiences.

Removes the phrase "at the discretion of the university" from existing law, making credit awards for work and life experience a requirement rather than an option.

Requires the University of Hawaii to establish learning assessments or other criteria to evaluate whether work or life experiences represent college-level learning.

Mandates the University of Hawaii submit reports to the legislature by twenty days prior to the 2016, 2017, and 2018 legislative sessions detailing progress on policies, dissemination efforts, and data on students awarded credits.

Takes effect on July 1, 2525.
