Requests the Department of Transportation to perform a comprehensive study of Kamehameha Highway along the Windward and North Shores of Oahu.

Study must include long-term redesign solutions to mitigate erosion, flooding, parking, and traffic flow issues on the highway.

Department must develop proposed alternate routes and estimate total costs for an appropriate redesign project.

Department required to submit findings, recommendations, and any proposed legislation to the Legislature by November 30, 2016.

Certified copies to be transmitted to the Director of Transportation and the Mayor of the City and County of Honolulu.
