Requests the Department of Transportation to collaborate with county police departments to create a driver education program and public awareness campaign about slow drivers lingering in left lanes ("vehicular lollygagging").

Directs enforcement of Hawaii's keep-right driving law (HRS 291C-41(b)), which requires drivers traveling slower than normal traffic speed to use the right-hand lane, including issuing warnings or citations to violators.

Requires the Department of Transportation to install additional "Slower Traffic Keep Right" signage on roadways with high incidents of slow-moving vehicles in the left lane.

Mandates submission of a report to the Legislature no later than twenty days before the 2017 Regular Session detailing proposed activities, plans, recommendations, and any proposed legislation regarding vehicular lollygagging.

Directs certified copies be sent to the Director of Transportation and police chiefs in Honolulu, Hawaii, Kauai, and Maui counties.
