Request the Auditor to conduct a feasibility study for creating a Structural Licensing Board modeled after the Board of Electricians and Plumbers.

Require the report to include feasibility determination, suggested amendments to C-38 post tensioning, C-41 reinforcing steel, C-48 structural steel, and C-56 welding licenses, and estimated costs for the new board.

Direct the Auditor to consult with stakeholders including Hawaii Iron Workers Union Local 625, Contractors License Board, Board of Electricians and Plumbers, Structural Engineers Association of Hawaii, and relevant contractors.

Require the Auditor to submit findings and recommendations to the Legislative Reference Bureau by November 1, 2016, and final report to the Legislature by twenty days before the 2017 Regular Session convenes.

Establish the Structural Licensing Board to address specialized expertise in structural steel erection, post tensioning, reinforcing steel, and welding due to safety concerns and specialized skill requirements not adequately addressed by current contractor licensing.
