• Directs Department of Human Services to consider creating a homelessness fund and requests Department of Taxation to evaluate increasing the conveyance tax to fund homeless facilities and programs.

• Requires each county (Honolulu, Hawaii, Maui, Kauai) to establish a three-year community shelter commission composed of state, federal, county, clergy, real estate, social services, and business representatives with exclusive authority to select public property for homeless shelters for five years.
