Requests the Department of Health to establish and convene a Mosquito Control Task Force to identify and recommend measures to control mosquito populations and eliminate breeding sites, particularly in water catchment systems.

Task Force membership includes the Director of Health (Chair), Dean of the College of Tropical Agriculture and Human Resources at University of Hawaii, Chair of the Board of Realtors, representatives from University of Hawaii System campuses in Hawaii, Kauai, and Maui counties, Co-Chairs of the Hawaii Invasive Species Council, and other members deemed necessary by the Director of Health.

Task Force must submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Task Force members are exempted from Hawaii Revised Statutes chapter 84 (conflict of interest laws) solely due to their participation on the Task Force.

Task Force ceases to exist on June 30, 2017.
