Requests the State Auditor to conduct a sunrise analysis on establishing flagger certification and training requirements for individuals providing temporary traffic control on streets, roads, and highways.

Flaggers direct traffic at construction zones using stop/slow paddles and coordinate with other flaggers via radio or hand signals to manage traffic flow safely through work areas.

Notes that many jurisdictions require flagger certification to national standards, but Hawaii currently allows uncertified individuals to control traffic around construction zones without formal training.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convening.
