Requests the Office of the Auditor to conduct a study on responsible expenditure of special education funds by the Department of Education.

Requires the study to examine the possibility of maximizing Medicaid funds to help finance special education services.

Requires the Auditor to submit the study findings to the Legislature no later than 20 days before the 2017 Regular Session convenes.

Notes that Program ID No. EDN 150 for special education receives approximately $351.5 million (23 percent of the Department of Education's $1.95 billion operating budget for fiscal year 2015-16).
