Urges the Public Utilities Commission to open a docket to review and consider amending the regulatory structure for electric utilities in response to renewable energy deployment and evolving energy markets.

Requests the PUC work with the Division of Consumer Advocacy, electric utilities, and renewable energy representatives to determine whether the current cost-of-service regulatory model needs amendment or wholesale revision.

Notes that the traditional regulatory compact model, used since the early twentieth century, is facing challenges from renewable energy growth, customer independence from utilities, and declining utility customer bases.

Requires the PUC Chairperson to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.

Directs transmission of the concurrent resolution to the PUC, Division of Consumer Advocacy, electric utility chief executive officers, and renewable energy sector representatives.
