Requests the Department of Commerce and Consumer Affairs to establish a health care task force within the Insurance Division to develop a plan improving health care delivery in Hawaii.

Task force comprised of 13 members appointed by the Governor by July 15, 2016: three nominated by House Speaker, three by Senate President, one by Insurance Commissioner, three from private sector, two from public sector unions, and one representing neighbor island residents.

Task force must address efficiency and effectiveness of health care delivery systems, impact of hospital consolidation and partnerships, physician shortage statewide, and effectiveness of University of Hawaii medical residency program.

Task force required to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convening and cease operations on December 31, 2017.

Insurance Division directed to provide administrative, reporting, and drafting support; task force members exempt from Hawaii Revised Statutes chapter 84 conflict of interest provisions.
