Requests state departments and Hawaii counties to affirm principles of the United Nations Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), which 187 of 194 nations have ratified.

Urges integration of gender equity and human rights principles into governmental operations, including budgetary considerations, and examination of policies and employment practices to ensure they are nondiscriminatory and gender-appropriate.

Directs the Department of Human Resources Development and counties to implement gender analysis by collecting disaggregated data, identifying strategies to eliminate sex and gender discrimination, and creating action plans with monitoring mechanisms.

Requests state departments work with the Hawaii State Commission on the Status of Women to develop gender analysis guidelines that examine race, disability, immigration status, sexual orientation, and other demographic characteristics linked to gender.

Requires certified copies be transmitted to the Governor, county Mayors and councils, Human Resources Development Director, and relevant state and county commissions on the status of women.
