Requests the Department of Education to convene a working group to review after-school programs in Hawaii's public middle and intermediate schools.

Working group must inventory existing programs, analyze costs/funding sources/participation levels, and recommend improvements to availability and quality of after-school programs.

Working group shall develop recommendations on inter-agency collaboration and efficient ways to address funding, logistics, and outcomes for structured after-school programs.

Superintendent of Education shall chair the working group with representatives from the Lieutenant Governor's office, Human Services, police, schools, 21st Century Learning Centers, and community organizations.

Department of Education must convene the working group by July 1, 2016, and submit findings and recommendations to the Legislature no later than twenty days before the 2017 Regular Session.
