Requests the Department of Health to conduct a study gathering baseline information on sepsis incidence and mortality rates in Hawaii.

Study must examine barriers to quality sepsis care, compile statewide mortality data, and review national best practices and guidelines applicable to Hawaii.

Requires assessment of potential links between septic shock and dengue shock syndrome, particularly regarding higher sepsis rates in Hawaii County during the dengue outbreak.

Study must provide recommendations for improving early recognition and treatment of sepsis in hospitals, public education efforts, and quality measure collection and reporting.

Department of Health must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2017 Regular Session convenes.
