Requests the Office of the Auditor to conduct a sunrise review and feasibility study of transferring the licensing and regulation program for private trade, vocational, and technical schools from the Department of Education to the University of Hawaii.

Cites the Department of Education's testimony that administering the private trade school licensing program does not align with its primary mission of K-12 public education and diverts resources from public schools, educators, and students.

Notes that private trade, vocational, and technical education may be more appropriately classified as post-secondary education, making the University of Hawaii a more suitable administrator as the state's sole public higher education provider.

Requires the Office of the Auditor to submit findings and recommendations, including any proposed legislation, to the Legislature no later than 20 days before the 2017 Regular Session convenes.

Directs certified copies of the resolution to be transmitted to the Acting Auditor, Board of Education leadership, Department of Education leadership, University of Hawaii Board of Regents, and University of Hawaii President.
